問到馬其頓免簽了! One less visa to apply

傍晚接到外交部來電時,我還以為我大概會是第一個知道馬其頓再次給台灣免簽的台灣人,不過剛才看了外交部網站似乎是也不是。

從頭道來。波蘭朋友Pawel幫我問了可惡的馬其頓大使館問了很久,2012/3/31時說,好消息哇!他寫信去ambrmwar@zigzag.pl,終於得到了消息:

I just want to inform you that the Government of the Republic of Macedonia few days ago took a decision for temporary (from April 1, 2012 till March 31, 2013) abolishing of the visas for the holders of passport of Taiwan. In this period (April 1, 2012 till March 31, 2013) the holders of passport of Taiwan could stay without visa on the territory of the Republic of Macedonia maximum 90 days in six months period.

我覺得很奇怪,這麼大的事(畢竟某人的政績是免簽多少國嘛)怎麼我們的外交部網站都沒提,仍然建議我們去希臘簽呢?在寫信寫給Macedonia駐Slovakia及Hungary大使館多次被退回後,我決定除了準備打越洋(網路)電話去外,直接再在2012/4/2下班前打電話問一次外交部領事局。這次東歐司是個親切的小姐,說要去希臘辦,不然就是去中國北京或澳洲辦。我解釋道不會去希臘,也不打算去另外二地,何況據說有台灣人是專程飛去北京辦、結果被打回票「不給台灣人辦」;我請她問問看馬國駐波蘭、斯洛伐克、匈牙利的大使館,先請問是否有上述「暫給台灣一年免簽」的措施、再問是否可在他們那兒辦。

今天4/3晚上快七點時這位小姐回電說:

「好消息,先生,馬其頓自2012/4/1起、至2013/3/31這段期間…」

=.=”! (對不起,除了這樣的表情符號,我暫時想不太出用什麼文字表達。)她接著說,明天外交部網站就會放上更新的簽證資訊。

是好消息,而且她效率也很好,不過我還是好奇:這麼大的事,馬其頓沒有通知我國外交部嗎?她答道沒有。

 
結果剛才到家搜了一下,外交部最新發佈新聞是:

馬其頓共和國政府昨(2)日決定,自本(101)年4月1日起至明(102)年3月31日止予我國人免簽證待遇,中華民國政府對此表示歡迎。

馬國政府此項決定已於昨日透過該國駐歐盟代表團正式通知我駐歐盟兼駐比利時代表處。馬國外交部並已先於本年3月31日訓令馬國各駐外使領館執行該項新措施。此外,馬國政府已將此一決定通知「國際航空運輸協會(IATA)」。

馬國此項決定與歐盟予我國免申根簽證待遇之規定一致,即國人凡持效期在6個月以上之中華民國普通護照,備齊機票等訪問目的文件,即可在6個月期限內停留馬 國90天,停留天數與其他申根會員國分開計算。另為使馬國先予我國人一年期之免簽證待遇調整為永久性措施,我將續向馬國政府積極交涉。

在馬國對我國實施免簽證後,外交部相信未來我國與馬國將可進一步加強經貿、文化、科技、觀光等各方面之交流與合作關係。

目前我國人已獲得127個國家或地區之免簽證或落地簽證待遇。外交部將繼續努力,為國人爭取更多旅遊便利。

外交部同時提醒國人在停留馬其頓期間務必遵守當地法令,展現優良國民素質,維持我在國際社會的良好形象,同時應注意自身安全,若有需要,請隨時撥打我駐希 臘代表處急難救助電話+30-695-1853337,或撥打國內24小時緊急聯絡電話+886-800-085-095。

所以… 是這位小姐不知道馬國有通知我駐比利時代表處?還是難不成是因為我有問、敝國外交部才去查證?(好吧,我想應該不是後者,畢竟我不可能這麼偉大。)

週三放假,我想週四進辦公室還是再打電話給外交部、請他們把馬國MOFA公告貼給我們看、讓我們可以印下來,以免通關時出問題吧。另外,像我們這種沒有機票(直接坐飛機進/出馬其頓)的人,要持什麼樣的「訪問目的」文件?
 
 



至於塞爾維亞和波赫(波士尼亞及赫塞哥維亞)呢?這幾天取得的更新如下:

  • Serbia embassy in Bratislava (srb.office@internet.sk):
  • Address= Budka 38;
  • Office hour= Monday-Friday, 9am – noon;
  • Requires: passport, a photograph of 3,5 x 4,5, letter of invitation or hotel reservation in Serbia; 60 euros.

But when I try to confirm details, I got another email that says:

It would be nice if you could come to the Embassy no erlier than on April 11 or 12, so than we could give you the confirmation on the same day and Consul we deside for how long  (maybe we can issue comfirmation for 6 months and with multiple entries).

     

  • BiH Embassy in Budapest (bihambud@invitel.hu):
  • Voucher of travel agency or hotel stating that trip has been paid in full, if visiting as a tourist). (But I’m a backpacker; I am going to book hostels from the internet.  Usually they charge a deposit of 10% or less, and then they’ll send me a confirmation.  Lots of BiH cities don’t even have bigger hotels that can receive FULL payment online.  Can’t I just book and pay the deposit for the first hostel?)
  • Letter of invitation, if visiting friends: (Does an email qualify? does the letter need to be certified? does a scanned copy work?)
  • Copy of valid Hungary visa or some other visa’s.  (However, Taiwanese can enter Hungary (which is in Shenghen area) WITHOUT a visa.  Can this be exempted? None of these Shenghen countries would be willing to issue an “extra” visa anyway, since we don’t need one at all!)
  • Copy of round trip ticket.  (But I’ll arrive and leave by bus! Bus tickets are to be bought on the spot!)

I sent my questions in italics to them but haven’t got any reply.  (Frankly their email shown on ANY website is a Yahoo email, and when I finally reached them by phone, they were rather cavalier about its being wrong..)

(Have I mentioned that BiH’s various official and semi-official websites promote their country as heart-shaped and welcomes tourism?)

     

  • Serbia embassy in Budapest (budapest@amb.srbije.net):
  • VOUCHER OR HOTEL RESERVATION
  • TRAIN/BUS/PLANE TICKET
  • Proof of sufficient funds for staying in Serbia = A CREDIT CAR
  • Return ticket or Itinerary
  • 60 Euros
  • Visa can be obtained on the same day

I really don’t know do you need visa for Serbia or not, but I will ask my colleagues from Ministry of Foreign Affairs. I will let you know as soon as I can.

   And Taiwan’s MOFA says we’re supposed to apply in Hungary!!!

  1. It seems like it’s very unclear in a lot o the countries, but at least is good news that you don’t need a visa for Macedonia. It’s one victory in all these visa battles
